Everybody is talking about employees, traits and training cards since the update. Fair, I burned my energy on that too.
But last night I got curious about something else: what happened to the countries?
So I opened the bigger countries one by one (60+ active citizens, 49 of them) and hovered over the daily income. That small tooltip says way more than I expected.

Tip: hover the daily income on any country page. Try it on yours after reading.
Personal opinion + what I saw in game today. Things move fast, so take it as a snapshot.
A country's income is now split in a few pieces: development, strategic resources, employee tax, manager tax, and for some countries a government type bonus or penalty.
The surprise for me: strategic resources are often the biggest piece.
In 21 of the 49 countries I checked, resources bring in more than development itself. Germany and Brazil included. So those resource regions everyone fights over? They are basically the national salary now.

Lithuania has the highest daily income in the whole game right now. And they are still Provisional, no government type at all.
Their secret is kind of boring: employee tax at 15%. That is the highest of all the bigger countries. Most of them sit at 5% or less.
Look at the employee tax line. It is almost as big as their development income. Every NPC their players hire pays the state.

I checked their laws too. The 15% passed only a day ago, so they reacted fast. Someone in that congress read the patch notes properly.
Downside: Piraterer's guide says every 1% of tax costs employees 1 happiness. Lithuanian players, if your clankers look sad, now you know why lol

Brazil is not the richest in total, but per active citizen it is number one of the bigger countries.
What caught my eye: their employee tax brings more than their development. That only happens when a lot of players actually filled their companies with employees.
And the state itself is on the market with buy orders. That is a country doing something with its money.

Out of every government type in use right now, Venezuela's Plutocracy gives the biggest bonus.

Here is why: Plutocracy gives +50% on strategic resource income and +40% on tax income. Venezuela holds a lot of resources, so most of that green "Government type" line comes from them. It is more than half of their development income, on top.
The price: their patriotic bonus drops from 20% to 10%, and the state cannot send money to other countries.

Fun detail from their laws: right after setting Plutocracy, they cut both taxes from 5% to 1%. So they skip part of the tax bonus to keep their players' clankers happy. The resources do the heavy lifting anyway.
If your country sits on a lot of strategic resources, Plutocracy is worth a read.

Germany is still the second richest country in total. But look at the red line.

Nationalist State takes 30% of development income. For Germany that is more than their whole employee tax brings in.
In exchange: patriotic bonus goes up to 30%, national orders are cheaper, a damage bonus against their sworn enemy, and no alliance allowed.
That is not a mistake, it is a choice. They are a war country. Netherlands and Belgium did the same.
Respect. But if you are a small country copying Germany's government… you cannot afford it the same way.
26 of the 49 bigger countries are still Provisional.
Provisional gives you nothing. No bonus, no penalty, just… waiting.

Federation is the most popular pick so far.
1. Pick a government that matches what you have.
Lots of resources → Plutocracy. Big, peaceful core regions → Republic. Main focus is war and you do not need an alliance → Nationalist, and accept the bill.

Republic doubles development income from your core regions. Catch: conquered regions give no development income, and national orders cost more.
2. Defend your strategic resources.
Your budget literally depends on them now.
3. Tax employees, but don't go crazy.
A few % works fine when your players actually hire.
4. Push your players to hire.
A country full of clankers is a rich country.
This is not only congress stuff. The employee tax of the country where your company sits hits your employees' happiness.
Every company can move once for free. Before you use it, open the country page and check the employee tax. And check the region is not in the middle of a war.

I am Tunisian so of course I checked us. We are Provisional. Our employee tax is 3.5%, already higher than most countries, but it brings very little because not many of us have hired yet.

I did my part, my clankers are working. Two of them were still waiting for training when I took this, I know, I know.
Our development income comes from our core regions, so Republic would double it. That is close to half more money for the state, for one vote. I will push this to our congress.
This is one snapshot, today. Governments change, taxes change. I will check again next week and see who is still on top.
If I got something wrong, tell me in the comments and I will fix it.
Like / sub if this helped, it keeps me writing.
