To the peoples of the world, to the governments of Europe and the nations of North Africa, and to every state that believes in its right to sovereignty and independence.
Nations of the world,
Today, we stand before a growing danger that threatens the balance of power and heralds a new age of domination and expansion. Portuguese imperialism has risen, extending its influence and expanding its borders along a path that no rational nation should dismiss lightly or regard as a distant concern.
History teaches us that empires are rarely satisfied with what they possess when power itself becomes their ultimate ambition. A state that makes expansion the cornerstone of its policy may soon come to regard the independence of its neighbors as nothing more than an obstacle to its ambitions.
To the nations of North Africa: the danger is closer than you think!
The Mediterranean Sea belongs to no empire, nor should it become a corridor for domination and the imposition of another power's will. The security of North Africa, the sovereignty of its nations, and the interests of its peoples must never be sacrificed to hesitation or division. Fragmented nations can be isolated and subdued, but united nations possess the strength to defend their interests and preserve their independence.
And to the nations of Europe: do not allow your rivalries to become the very instrument through which an expansionist power imposes its will upon the continent.
Differences in national interests must not blind us to a common danger. Today, expansion may be directed toward a distant nation; tomorrow, your own neighbor may become the next target. Do not wait until the balance of power has shifted and the political cost of confrontation has become greater than the cost of acting early.
To all the other nations of the world, we say this: silence in the face of unchecked expansion is not always neutrality, and ignoring a danger in its infancy may make confronting it far more difficult in the future.
We therefore call for the formation of a broad international alliance, founded upon a united position, diplomatic coordination, collective defense of sovereignty, and the prevention of domination over independent nations. An alliance driven not by hatred toward a people, but by its rejection of imperial ambition and expansionist policies.
Let us be clear: our objective is not to replace one empire with another, nor to subject one people to the will of another. Our objective is to end the project of domination and restore the balance of power, so that nations may remain free in their decisions, independent in their policies, and equal in their rights.
Let the nations of North Africa, Europe, and the wider world unite!
Let nations overcome their differences and place their sovereignty and collective security above narrow calculations. Let Portugal, its government, and its leaders understand that the world is not an open field for conquest, and that a nation's strength does not grant it the right to rule over others.
The future of the world must not be written by the will of a single empire, but through the collective determination of free nations that reject subjugation and defend their independence.
NO TO DOMINATION. NO TO IMPERIAL EXPANSION. YES TO THE UNITY OF NATIONS AND THE SOVEREIGNTY OF STATES!
The time for vigilance has come. The time for unity has come. And the time has come to stand shoulder to shoulder against every project that seeks to bring the world under its will.
Let the nations unite! Let the imperial advance be halted! Let Portuguese hegemony fall! And let the nations of the world rise in defense of their freedom and their future!
