I have seen a pattern repeat again and again and again, people who are just people like you me and everyone else who takes part in the community very very actively because they take so much part and trust and this people lead the community. Because of this they soon get popular & land on some government post. Among them the people who land on the highest post which is the president, and I have seen that these people the presidents they get more more involved in international politics and diplomacy. And yeah they have to of course do that but all time a lot of these they slowly become less engaged in the national community and more engaged in international ones for ever and ever and ever.
I would like to say that this i don't think it's an intentional withdrawal from the community because this people they don't realise that this is happening but this happens and this is not intentional. Even after the presidency they remain more in the social circles which their contemporary leaders. Especially if they are not a jerk which most of them are not.
