يُشَدِّدُ عَلَى أَنَّهُ لَا يَبْحَثُ عَنْ حُرُوبٍ لَا حَاجَةَ لَهَا، فِي الوَقْتِ نَفْسِهِ الَّذِي يَقْتَرِحُ فِيهِ تَنْظِيمًا مُحَدَّدًا لِلهَيْكَلِ العَسْكَرِيِّ وَتَوْزِيعِ المَهَامِّ دَاخِلَ الجَيْشِ.
