مستقبل القارة الإفريقية رهين بتعاون والتنسيق ، ومن أجل هاذا الهدف قمنا بفتح سفارات في أغلب الدول الإفريقية وعلى رأسها دول شمال إفريقيا. نعم، يمكن أن تكون هناك أهداف مشتركة رغم اختلاف التوجهات. المهم هو التركيز على المصالح المشتركة، مثل الاستقرار، الأمن، التنمية والتعاون، مع احترام خصوصية كل دولة وخياراتاتها. التوازن يتحقق من خلال الدبلوماسية والحوار والاتفاق على المصالح المشتركة. كل دولة تحافظ على مصالحها الوطنية وسيادتها، وفي الوقت نفسه يمكنها التعاون مع الدول الأخرى عندما تكون هناك مصالح مشتركة تعود بالنفع على الجميع

نرى أن التعاون العربي يمكن أن يتطور بشكل أكبر من خلال التركيز على المصالح المشتركة، الاختلافات بين الدول أمر طبيعي، لكن يمكن تجاوزها بالحوار والعمل على الملفات التي تجمعنا. نريد للمغرب أن يكون دولة حاضرة وفعالة دبلوماسيا، تساهم في بناء جسور التواصل والتعاون بين الدول. ولهذا عملنا على توسيع حضورنا الدبلوماسي وفتح سفارات وقنوات تواصل مع عدد كبير من الدول الإفريقية، خصوصًا دول شمال إفريقيا، مع الحفاظ على علاقات متوازنة مع مختلف الأطراف

إذا طُرح هذا المقترح مستقبلًا، فالمغرب سيدرسه بجدية وانفتاح ، خصوصًا إذا كان الهدف منه تعزيز التعاون والدفاع المشترك وحماية المصالح المشتركة للدول الأعضاء. لكن مثل هذه الخطوة تحتاج إلى نقاش واضح بين الدول المعنية ، وتحديد طبيعة الالتزامات داخل الحلف

Interview with the Moroccan Foreign Minister Taoufik
01 | Access Routes and Geopolitics
Question:
To begin, how do you assess the proposal concerning changes to access routes to Moroccan territory, and what would this development mean for Morocco, particularly in relation to Portugal?
Answer — Moroccan Foreign Minister Taoufik :
Yes Morocco clearly supports this proposal.
We believe that modifying these routes would help overcome the restrictions imposed by the current geography and provide Morocco and Portugal with greater options for movement, expansion, and negotiation in War Era. With the new movement system in War Era, geography and strategic positioning have become increasingly important factors in military and diplomatic planning. The Moroccan government evaluates every proposal from the perspective of the national interest, while respecting the sovereignty and interests of African states. In this particular case, the proposal to modify the access routes was put forward by the Portuguese side, and Morocco considers that removing the route connecting Madeira to the Moroccan capital would be beneficial to Morocco in the long term, as it would provide us with broader options and reduce the current geographical constraints. This does not mean abandoning African cooperation or solidarity.”
02 | Priorities for the Next Phase

What are the Moroccan government’s aspirations for the next phase, and what priorities does it seek to pursue at the regional level?

“As for our aspirations, we hope that after the completion of the first phase of the agreement, the negotiations will proceed successfully toward completing the liberation of the remaining Moroccan territories.”
03 | Cooperation in North Africa
Question:
In your view, what does North Africa need in order to build more stable cooperation among its states?
Answer — Moroccan Foreign Minister Taoufik:
“With regard to North Africa, we believe that communication between us is the indispensable solution. We must also give priority to reason and rational thinking over the populism currently prevailing.”
04 | Africa’s Future, Sovereignty and Cooperation
Question:
How do you view the future of the African continent, particularly regarding sovereignty and cooperation among its states? Do you believe that strengthening coordination and African unity can be a common objective for African states despite their differing orientations? In your view, how can a balance be achieved between each state’s national interests and the development of more integrated African relations?
Answer — Moroccan Foreign Minister Taoufik:
“The future of the African continent depends on cooperation and coordination. To advance this objective, we have opened embassies in most African countries, particularly in North African states. Yes, there can be common objectives despite differences in orientation. What matters is focusing on shared interests, such as stability, security, development, and cooperation, while respecting the particularities and choices of each state. This balance can be achieved through diplomacy, dialogue, and agreement on common interests. Every state preserves its national interests and sovereignty while, at the same time, cooperating with other states whenever there are shared interests that benefit everyone.”
05 | Criticism and Relations with Algeria
Question:
How will the Moroccan government respond to criticism that allowing the use of this route, in exchange for arrangements or gains concerning Morocco’s position, could be interpreted as prioritizing national interests over African solidarity and sovereignty? And how would you respond to those who might describe such a decision as a concession on the African position or a betrayal of the continent’s interests?
Are there currently direct and positive channels of communication between the Moroccan government and the Algerian side? Is there any coordination or dialogue currently taking place between the two sides?
Answer — Moroccan Foreign Minister Taoufik:
“The Moroccan government evaluates every proposal from the perspective of the national interest, while respecting the sovereignty and interests of African states. Regarding the Arab world, how do you view the future of Arab cooperation and unity? What areas could serve as a foundation for greater rapprochement? What role do you hope Morocco will play in Africa and the Arab world during the next phase? Finally, if you could convey one message from Morocco to Africa, the Arab world, and the international community, what would you say?
Answer — Moroccan Foreign Minister Taoufik:
“We believe that Arab cooperation can develop further by focusing on common interests. Differences between states are natural, but they can be overcome through dialogue and by working on issues that bring us together.
We want Morocco to be a present and diplomatically active state that contributes to building bridges of communication and cooperation between states. For this reason, we have worked to expand our diplomatic presence and open embassies and channels of communication with a large number of African countries, particularly North African states, while maintaining balanced relations with different parties.
Our message is simple: Morocco is open to cooperation and dialogue with everyone, and respects the sovereignty and interests of states. We believe that shared interests and direct communication are the path toward building more stable relations, and we look forward to an Africa and Arab world characterized by greater cooperation and coordination.”
07 | Proposal for an Arab-African Military Alliance
Question:
If a proposal were put forward in the future to establish an Arab-African military alliance aimed at strengthening defense cooperation and protecting the sovereignty and common interests of its member states, what would Morocco’s position be?
Answer — Moroccan Foreign Minister Taoufik:
“If such a proposal is put forward in the future, Morocco will study it seriously and openly, particularly if its objective is to strengthen cooperation, collective defense, and the protection of the common interests of the member states. However, such a step would require clear discussions among the countries concerned and a definition of the nature of the commitments within the alliance.”
