Six congresses were elected on 5 September. Two of them threw out the party that had been running the country.

He was also third in the presidential race with 12.2%. Independents hold 4 seats and 72 votes between them, and roggie is 51 of those votes on his own.

Eight seats built from crumbs.

The context: turnout recovered hard - 409 votes in August, 651 now, back inside the 624-675 band of the spring. Fragmentation went the other way for once: the effective number of parties fell from a record 8.06 to 6.94. More people voted, and they concentrated.

The membership illusion, in its purest form: Espada Tuga has 610 registered members - more than the entire active population of every nation in this analysis except the Germans and the Portuguese themselves - and got 126 votes. MVP has 54 members and got 182. A party with one tenth of the membership took 44% more votes.

And yet it still holds the palace: the presidency went to https://app.warera.io/user/688f507f779d04817c68c6f4 of Espada Tuga on 1 September with 207 votes out of 284 - 72.9%, and the vice presidency to party leader https://app.warera.io/user/68a62cbd35aee16ea6f6383f . This was, for five straight months, the only nation in the group where the presidency and the congress agreed. It is now one of the places where they disagree most violently.

The context: the effective number of parties has gone 1.60 → 1.42 → 1.32 → 1.79 → 2.36 → 3.32 in six months. The most consolidated system in the game has become an ordinary multi-party one, and it did it faster than anywhere else.

The context: an effective party count of 2.42 - the most consolidated system of the six, and the third month running that it has crept upwards from a base of near-total dominance. A nation that took Central Ukraine on 31 August, grew to fifth in the game, and votes with the discipline of a country half its size.

The most voted individual in each nation

Raw vote totals flatter the biggest electorate: 651 people voted in Germany and 241 in Italy, so a German name will outscore an Italian one almost by default. The Portuguese figure is the outlier of the month: one candidate holding 14.3% of a national ballot, nearly double the next best share, in the nation that had just thrown out its ruling party. The German entry is the other one worth stopping on - the only nation of the six whose most voted candidate ran with no party at all, and he beat the sitting president-elect by 13 votes while doing it.

In the four remaining nations the top score sits in a narrow band between 4.6% and 6.6%, and in three of them the leader is separated from the runner-up by three votes or fewer - in Lithuania and in Italy it is an exact tie. Outside Portugal, nobody dominated a ballot this month.

The big picture

Two governments changed hands through the ballot box. The Portuguese dominant party lost its parliamentary majority to a two-month-old movement; the Egyptian first place went to a party with 38 members that had never won a seat. Neither of those things happened in the previous five cycles.

The presidency and the congress are back in agreement - almost everywhere except where they used to be. Fragmentation is not a one-way street. The German effective party count fell from a record 8.06 to 6.94 and the Italian one fell for the third month in a row, while the Portuguese count nearly doubled to 3.32 and the Dutch hit a record 4.93. Nations do not drift steadily towards chaos, they oscillate - and this month the most fragmented system in the game was the one tidying itself up.
