Recent debates regarding the financing of mercenary contracts necessitate a clear statement from the German leadership to safeguard economic integrity.
SITUATION REPORT
Recently, instances have been observed where nation-states transferred state funds to third parties, only for those funds to be immediately channeled back to their own players as "bounties."
Proponents of this practice declare it a legitimate means of supporting their own troops during foreign conflicts.
There is significant disagreement within the community as to whether these "proxy contracts" represent clever management or a systematic exploitation of national reserves.
It has been noted that these fights are taking place on foreign soil rather than being national defensive efforts.
ANALYSIS
Circumvention of Mechanics: The game system provides for "foreign-only contracts" specifically to prevent self-enrichment from the national treasury. Proxy payments undermine this fundamental barrier.
Misuse of State Assets: Utilizing collective national wealth to inflate the private accounts of a few elite soldiers contradicts the principle of state providence.

Sustainability: A system that legitimizes workarounds for self-enrichment will, in the long run, destroy the war economy and fair competition between nations.
OUTLOOK / POSITIONING
The Federal Republic of Germany states clearly: National funds are reserved for national defense and the public good. The diversion via foreign proxies to bypass game mechanics is viewed as a violation of economic reason. We call for a return to transparent financial flows, either through bounties for all allies or standard mercenary hiring, to ensure the stability of the global economy in WarEra.
