Germany has the highest birth rate in WarEra. That is a genuine accomplishment.

Instead of addressing the policy and atmosphere issues that are causing players to depart, the strategy is to organize the emigration itself — turning those who leave into official representatives, proxy supporters and voluntary missions abroad.

It is pragmatic damage control. Utilizing your diaspora is better than losing them entirely.
But it also reveals a core weakness: when players leave despite leading in births, the problem is not demographic — it is political and cultural.

Managing the symptoms is understandable.
Fixing the root causes would be far more effective.
