

In the interest of mutual stability, sovereignty, and cooperation, the Italian Republic and the Vatican agree to the following terms:
Article I – Sovereignty and Independence
The Italian Republic formally recognizes and guarantees the independence and sovereignty of the Vatican. The Vatican affirms that, under its current administration, it shall not act as a proxy state for any foreign power.
Article II – Non-Aggression
The Vatican pledges that it will never initiate any form of attack against the core regions of Italy. Italy guarantees that it will never initiate any attack against the Vatican.
Article III – Protection of Core Territories
Both parties commit to the protection and defense of their respective core territories. Neither party shall support, assist, or tolerate any external or internal efforts aimed at destabilizing or seizing control of the other party’s core regions.
Article IV – Internal Security and Border Control
The Vatican shall implement appropriate border control measures to safeguard its internal stability and prevent hostile infiltration or takeover attempts. Such measures shall include:
a. A comprehensive internal vetting process for all new applicants.
b. A minimum entry requirement of Level 15.
c. A formal admissions process requiring at least three (3) affirmative votes from members of the government, including ministerial positions as well as the President and Vice President.
Article V – Admission Policy
Approved applicants shall be selected from a diverse range of nations. All selections shall be conducted in accordance with the guiding principles of the Curia.
Article VI – De-escalation Measures
Italy agrees to withdraw any known takeover agents operating within the Vatican. Such withdrawal shall occur upon the expiration of the applicable cooldown period.
Article VII – Optional Goodwill Clause
As a gesture of goodwill, the Vatican may consider guaranteeing one congressional position for an Italian citizen residing within its jurisdiction.
Article VIII – Duration of Agreement
This agreement shall enter into force upon signature by both parties. It shall remain valid until 16 May 2026, unless extended or terminated by mutual consent of both parties.
