I FOUND 338,600 GOLD THE MODERATORS NEVER RECOVERED

https://app.warera.io/country/683ddd2c24b5a2e114af160f lost 44,319 gold after five accounts were banned for alleged Multi. The recovery matched their lifetime donations to the coin. I then checked every administrator debit, every banned donor and every vault I could reconstruct. What remained was 338,600 gold from banned donors in 282 vaults with no administrator debit that can account for it. The tool exists. The rule does not.

Today I counted what the alleged cheaters left behind. And who was allowed to keep it.

Full disclosure before we start: my own unit, https://app.warera.io/mu/69b937289b25c65012bb501e, paid 1,875 gold under the exact rule described below. I am not a neutral observer. I am an invoice.

HALF OF A COUNTRY IS A GIFT

Over the last sixty days, WarEra treasuries classified 11,360,122 gold as real revenue.

6,463,405 gold came from donations - 56.9 percent.

2,988,239 gold came from all taxes combined - 26.3 percent.

Players handed governments 2.16 times more gold through gifts than through taxation.

The median country gets 53.5 percent of its real revenue from gifts.

If 53.5 percent sounds abstract, look at the far end of the distribution. https://app.warera.io/country/6813b6d546e731854c7ac893 took in just over 50,000 gold of donations since the start of June, and over 99 percent of it came from two wallets. https://app.warera.io/user/696289aafe8b202a725d5e2d gave 29,920 across 151 gifts and is still active, level 40, holding a private wallet nearly three times the size of the national treasury. https://app.warera.io/user/69785ef3c501485ef11289b5 gave 20,113 in 104 donations inside forty minutes on 14 June, logged off that evening and never came back. Neither carries a ban. The seventeen other donors Guyana had in two months managed 97 gold between them. One country in this game is, financially, two people - and neither of them did anything wrong. Hold that thought too.

So this is not a side mechanic. A rule about donations is a rule about how countries survive.

And there is a rule. It has never been published. You can only see it by looking at what moderators already did.

THE LEGAL PRECEDENT

On 16 February 2026, https://app.warera.io/user/681be5e8663073ec7cee4d5c returned to Argentine citizenship, made a final round of donations, published https://app.warera.io/article/69957461a0369b78ba4ab815 and disappeared from the game.

https://app.warera.io/user/681be5e8663073ec7cee4d5c gave 41,255.95 gold to four vaults over 246 gifts. https://app.warera.io/country/6813b6d546e731854c7ac832 received 25,150. https://app.warera.io/country/6813b6d446e731854c7ac7a6 received 15,220. A military unit received 766. The final 119.95 went elsewhere.

The account finished with 1,859.76 gold - 4.5 percent of what it had given away.

https://app.warera.io/user/681be5e8663073ec7cee4d5c has no standing ban. A unit was literally renamed https://app.warera.io/mu/68b3b6f73b779dd1dbef23d9.

That matters because it establishes the social precedent: emptying/nuking your account into your country on the way out is legal. It is not suspicious by itself. It is honoured.

A legitimate exit and a harvested farm can therefore look almost identical to the treasury receiving the money.

The government cannot see the difference.

Here is a way to leave WarEra: give everything to your country, publish a goodbye, never log in again.

I pulled every account that donated 2,000 gold or more and went quiet. Then I kept only the ones that left with less than a tenth of what they gave away.

167 accounts. 1,757,692 gold.

Fourteen of them kept less than 1%. Those fourteen alone moved 227,269 gold into public treasuries on their way out the door.

Who are they? Ordinary soldiers, mostly. One is under level 15, thirty-three are level 15 to 19, fifty-two are 20 to 24, forty-two are 25 to 29, twenty-eight are 30 to 34, eleven are 35 or higher. Median level 24. Median parting gift: 8,282 gold.

They are gone, and not gone yesterday: 142 of the 167 have not logged in for a month or more, 73 for over three months. The median absence is 77 days.

Only 28 of the 167 carry a standing ban today.

The other 139 did nothing wrong. Hold that sentence. It is the hinge of this whole article.

And where did 1.76 million gold in parting gifts land? Everywhere, but not evenly. The biggest beneficiaries of the vanished:

Five accounts appeared in the first week of June. They were created inside 49.5 hours of each other. All five reached level 21. All five joined https://app.warera.io/mu/6a5bca9f33d6ece17e48dbba. All five fought for https://app.warera.io/country/683ddd2c24b5a2e114af160f. On 28 July they made their final donations within 31 minutes of each other.

On 29 July all five were banned between 12:25:22 and 12:38:43.

One word on each ban: Multi.

THE BILLS THAT NEVER ARRIVED

I pulled every administrator debit in the weekly books.

62 debits. 219,061 gold. 31 of them hit country treasuries for 155,012 gold and 31 hit military unit vaults for 64,049.

Fifteen resolve to exactly one possible combination of banned donors, worth 99,711 gold. Every one of those fifteen equals the donors' complete lifetime giving to that vault.

Thirty-two more, worth 89,679 gold, fit several possible donor combinations, so I cannot honestly say who those bills were for.

Fifteen, worth 29,671 gold, fit no banned-donor combination at all.

Look at the fifteen that do resolve and you are looking at a tool that is neither slow nor crude. The largest, the fastest, the smallest, the slowest and my own are all in here. Here are all fifteen, newest first.

Charged to the hundredth of a coin, 2.0 days after the ban. The tool is precise at any scale.

  15. https://app.warera.io/country/6813b6d546e731854c7ac8da Pakistan - 691 gold in week 14 for two donors banned for Multi, billed 0.3 days after the ban. The oldest resolved charge in the books.

The fifteen come to 99,711.04 gold across 31 donor slots. Those 31 slots cover only 26 distinct accounts, because the https://app.warera.io/country/683ddd2c24b5a2e114af160f five paid twice once through their country and once through their unit.

Ten of the fifteen landed within a week of the ban, fourteen within a fortnight. One outlier, https://app.warera.io/mu/698c31a3ac44388ff13ea32a waited 33.5 days.

Group the bans instead of the accounts - one vault, one wave, seven days between them - and the record becomes 454 clusters, sixteen of them charged. That is 3.5 percent.

Then I reversed the question. I took donors banned for multi-accounting, boosting, funnelling, slaving or failed verification and removed every vault that any administrator debit - even an ambiguous one - could possibly explain.

What remained: 338,600 gold:

  • 282 vaults.

  • 520 banned accounts.

  • 403 separate ban clusters.

Seventy-one countries account for 168,904 gold. Two hundred and eleven military units account for another 169,696.

Put the two piles side by side and the recovered one is the smaller.

  • recovered by debit 219,061 gold

  • never accounted for 338,600 gold

Those are different units and you cannot subtract one from the other. The first counts debits. The second counts donations still sitting in vaults.

And the pile is still growing. In the week still open as I write, 13 more accounts holding donations worth 11,309 gold across 23 vault relationships were banned for money offences. Nothing visible predicts which of their vaults gets the https://app.warera.io/country/683ddd2c24b5a2e114af160f treatment.

Those twenty hold 173,151 gold between them - 51.1 percent of the whole 338,600 - across 87 accounts and 55 clusters. Accounts are counted per vault, so a donor who fed two of these vaults appears in both rows.

A vault on that list is accused of nothing. It took a gift that was legal when it arrived. The question the list asks is aimed at the people holding the clawback tool, and at nobody else.

  • https://app.warera.io/country/6813b6d546e731854c7ac826 Taiwan deserves one fairness note: its five bans happened on 14 March, and the first administrator debit anywhere in the books appears in the week beginning 16 March. The process may have been new.

  • https://app.warera.io/country/6813b6d546e731854c7ac8e0 Kuwait does not have that excuse. Its three accounts were banned ten days before the https://app.warera.io/country/683ddd2c24b5a2e114af160f wave, under whatever policy billed https://app.warera.io/country/683ddd2c24b5a2e114af160f. Nineteen days on, no debit fits their 12,268.

  • https://app.warera.io/country/6813b6d446e731854c7ac7ba Serbia is the live test. https://app.warera.io/user/69b7b9cbe94a96962692f2ac was created on 16 March at 08:05:31 and made its first donation to https://app.warera.io/country/6813b6d446e731854c7ac7ba at 10:21:25, two hours and sixteen minutes later. Over four and a half months it moved 18,690 gold in 163 donations, more than twice what any single https://app.warera.io/country/683ddd2c24b5a2e114af160f account gave, with the last gift on 28 July. On 2 August it received a 9,999,999-day ban for Boosting - Funneling assets, the most explicit boosting reason anywhere in the window I can read.

As I write this, https://app.warera.io/country/6813b6d446e731854c7ac7ba has not been billed.

The clock is the whole argument here. Of the fifteen bills that resolve, ten landed within seven days of the ban and fourteen within fourteen days. One outlier sat at 33.5 days. https://app.warera.io/country/6813b6d446e731854c7ac7ba's charge week is still open as I write, five days after the ban. If the bill has not appeared by the close of next week, then on every precedent in the books it is never coming.

WHAT ACTUALLY PREDICTS A BILL

Money does bite, but only inside the lone-donor bracket, and there it is a ladder:

  1. Under 1,000 gold: 304 clusters, 3 charged - 1.0%

  2. 1,000 to 10,000 gold: 54 clusters, 4 charged - 7.4%

  3. Above 10,000 gold: 3 clusters, 1 charged - one case in three

The whole top rung is three names. https://app.warera.io/country/6813b6d546e731854c7ac868 was charged 30,769 for https://app.warera.io/user/691eeb2ad9075fc1db5a0b07 its one big lone donor. https://app.warera.io/country/6813b6d446e731854c7ac7ba Serbia was not charged for https://app.warera.io/user/69b7b9cbe94a96962692f2ac's 18,690. https://app.warera.io/mu/69945252005159af0c9c520a was not charged for the 11,826 given by https://app.warera.io/user/69a63ab9bbfc5c9e596ebf6c either.

The written reason has its own gradient:

  1. failed verification 0.0 percent charged

  2. other or unrecorded 0.0 percent charged

  3. multi-accounting 4.0 percent charged

  4. boosting or funnelling 15.4 percent charged

The counts behind those bars: 0 charged out of 77 failed-verification clusters, 0 out of 17 unrecorded, 14 out of 347 multi-accounting, 2 out of 13 boosting or funnelling. The two boosting charges are https://app.warera.io/mu/69b937289b25c65012bb501e my own unit and https://app.warera.io/mu/69f3aad14456236fc8320a90.

But https://app.warera.io/country/683ddd2c24b5a2e114af160f still exposes the problem perfectly. Five accounts under the one-word reason Multi cost the vault everything. https://app.warera.io/user/69b7b9cbe94a96962692f2ac gave https://app.warera.io/country/6813b6d446e731854c7ac7ba 18,690 and received the most explicit boosting/funnelling ban in the records I hold. So far, https://app.warera.io/country/6813b6d446e731854c7ac7ba Serbia pays nothing.

That top bracket is small enough to read line by line, so read it. Twenty-four clusters in the whole record have four or more donors banned inside a week. Five of them were charged to the coin. Four could quietly be covered by one of the ambiguous debits. Fifteen match no debit of any kind. Here are the five biggest.

  • https://app.warera.io/country/6813b6d446e731854c7ac7bc - 4 accounts banned 2 June, 2,474 gold. No debit fits.

Across all twenty-four: 121 accounts, 114,136 gold. Twenty-three of the twenty-four are recorded as multi-accounting. The full set is in the companion data.

The strongest public signal is not the rule written on the ban. It is how visible the cluster was when moderators processed it.

Players call that :wideVIBE: moderation.

I tried to make the data prove players wrong..... It did not.

One honesty note: the top bracket contains only five clearly charged clusters. The pattern is strong enough to take seriously, but thin enough that one reclassified case moves the rate.

THE LEDGER ALSO RUNS THE OTHER WAY

Administrators do not only take money out. The country books also contain 15 administrator credits worth 67,015 gold, against 31 debits, across nineteen weeks.

  • out, debited 155,012 gold

  • in, credited 67,015 gold

  • net removal 87,997 gold

Net removal from country treasuries across the whole record is 87,997 gold. That is 0.77 percent of what the world's treasuries earned in the last sixty days alone.

The largest administrator money movement on record is a credit, not a debit. In week 27, the week beginning 29 June, 40,000 gold went into one country's treasury. Nothing anywhere announced it.

That same week of 18 May shows 7,300 debited across three charges and 7,300 credited back across two, with no name on either side of it.

An appeal does not obviously unwind a bill either. In the week beginning 6 July the Moroccan unit https://app.warera.io/mu/6a49b0efaf0194cb9c28f155 was billed 2,300, and the only donor whose lifetime giving matches to the coin is https://app.warera.io/user/69fce15fadee03bfcd67fd44 who gave twelve times on 6 July between 13:32:02 and 13:34:27 and carries no ban today. https://app.warera.io/country/6813b6d546e731854c7ac848 the country was billed 3,464 the same week, a debit that nine different combinations fit. One credit of 3,000 appears the following week, unnamed.

There may be completely ordinary explanations - event prizes, bug compensation, reversals. The problem is the same one: the ledger names no reason and no account.

If debits deserve a published rule, credits and reversals deserve one too.

WHAT READERS SHOULD DO

Do not invent motives. I cannot see moderator IP evidence, tickets or identity documents, and neither can you.

The behaviour record cuts the other way too. Of 2,597 donors who gave 2,000 gold or more, 508 have gone quiet. Among those, 82 carry a standing ban, 363 carry none, and 63 carry a ban that was lifted or reversed. Compare the medians of the banned 82 against the clean 363:

The banned half played harder and gave slightly less. From the outside you cannot tell a farm account from active citizen that just stopped playing, which is exactly why the rule cannot stay unwritten.

Open the profiles. Check the donations. Open the companion list. Find your country or your unit.

Then ask the same public question:

Maybe there is a narrower rule that the public has never been told. Maybe clawbacks are manual and a backlog exists. Maybe some cases are intentionally exempt.
