I think the game needs more incentives for wars and a set of rules that keep the map constantly active. For example, any country occupying other countries should lose a certain amount of gold daily. Any country that does not participate in wars for more than 3 or 4 days should suffer resource reduction and receive an increased damage bonus against it during wars as a punishment.
I also believe the number of allies should be limited to a certain amount. The resource system and the way resources are exploited should be changed to create more wars and competition in the game. The market system should also be redesigned and linked to countries and players, not just players alone, to create stronger competition over resources.
In addition, specific regions could be assigned to countries every week, and if they fail to occupy them, they would lose part of their resources. Players below level 20 should have an easier path to reach level 20, with much faster company progression so they can join wars sooner.
