Dear brothers and sisters, the Vatican today officially presents new guidelines regarding the role of Cardinal.

To date, this position has remained a purely honorary title. However, with God's help and blessing, this new system will succeed in increasing the number of Cardinals, who will henceforth work in close cooperation with the Council.
Anyone using the title of Cardinal without authorization from the Vatican will be officially punished by the Holy Inquisition.
CUSTOMS: Any residency request originating from the Cardinal's assigned country will be reviewed in consultation with him, leveraging the insights he can provide as someone based within that nation. He will effectively serve as a chief ambassador to that country.
RECRUITMENT: At the Council's request, and whenever deemed necessary, the Cardinal will be tasked with helping the Vatican's recruitment efforts.
DIPLOMACY: The Cardinal will play a pivotal role in diplomacy between the Vatican and his assigned country. He will work closely with the MoFA and the Pope as needed, particularly during periods of strained or hostile relations. He should have access to all the embassy or chats with that country
VATICAN POLICY: The Cardinal will have the privilege of accessing specific internal Vatican chats to stay informed and advise the administration based on his expertise and capabilities.
HIERARCHY: These are merely general guidelines. The Cardinal is directly subordinate to the Pope, who therefore has the authority to modify or add to his obligations or duties in specific cases and who always has the final say on all matters (from customs to the embassy). Furthermore, the Pope has the power to appoint or remove a Cardinal at any time.
