Seven presidencies were decided on 1-3 November. Four changed party, five outgoing presidents did not stand, and three of the new presidents were serving ministers until the vote. The new governments are already taking shape: in the Netherlands the outgoing president is now vice president, in Italy the runner-up is back at Foreign Affairs.
The votes closed in the first minutes of 3 November. Across last month's six most populous nations plus https://app.warera.io/country/6813b6d446e731854c7ac7a2, 1,632 people voted for a president, against 1,699 in October: a small fall (-3.9%) after October's big one. Only Sweden and the Netherlands gained voters. What changed a lot is who won. In October the common thread was a winner who stepped aside; in November it is the cabinet: in six of the seven races, one of the top two names had served as a minister in October's government (four of them were still in office on election day). Germany is the exception, where the winner was the sitting president.
Housekeeping first: active populations are down and the order has moved. https://app.warera.io/country/6813b6d546e731854c7ac845 fell from third to seventh, from 568 active citizens to 354, and has been overtaken by https://app.warera.io/country/6adf5d1d58ce8dc7669676bb (368), a country that did not exist until 26 October and is now sixth in the game. That is why the Maldives get a special section after the seven: it voted for the first time, and its 312 votes would take the total to 1,944. Italy is 10th with 287 and stays in as usual.

The eight presidential results of 1-3 November in the WarEra+ Political View
One term used throughout: the effective number of candidates (ENP). It counts how many serious candidates a race really had: a ballot where one person takes 90% scores close to 1, a ballot split evenly between four scores 4. It says whether a country concentrated or fragmented since October, instead of guessing from the top two names.
A note on the data: populations and party membership are live numbers read between 09:00 and 09:45 UTC on 3 November, not snapshots of election day. Voters do not have to be party members, so "votes per member" below is a rough indicator, not a measure of loyalty. The governments were read live from the game in the same window, roughly nine hours after the polls closed. In the archive the cabinets were emptied by the vote and rebuilt by the presidents over the following hours, so they may still change, and three posts are vacant for now (listed as such). "Same as October" means the same person held the same post in the last October record; that comparison comes from the WarEra+ government archive, which samples every six hours. Backstage politics - who stepped aside, who made a deal with whom, why a party emptied - is not in the electoral data. If you know the story behind one of these numbers, tell me and I will put it in the next piece.

The rival left the ring: in October the race was a duel, 225 against 143. This time https://app.warera.io/user/69a14b324d2abd93de74dc0a, president in September and runner-up in October, did not stand, and the party went from 150 votes to 37 with a candidate who had polled zero on the September ballot. The president lost 19 votes against October and still nearly doubled the margin (82 โ 149), because nobody else came close.
The comeback of the old winners: https://app.warera.io/party/69a07d4358cc26bc798972b3 held the presidency in July and August and polled only 17 votes in October. Now it is second with 57, carried by a candidate who leads the party today and who was on the last three ballots as an independent (67 votes in September, 15 in October). Independents as a whole went from 19 votes to 55, mostly thanks to https://app.warera.io/user/69773c2781af219a70826739, back on the ballot after skipping October (47 votes in September, 36 now).
Presidency against congress: in the congress elected on 7 October https://app.warera.io/party/69a07d4358cc26bc798972b3 is the largest bloc with 11 seats, one ahead of the president's party and of https://app.warera.io/party/69c0e61777b409b357509f2f, both on 10. The runner-up of the presidency is the first force in the legislature.
Membership against votes: the president's party has 85 members and polled 210 votes. https://app.warera.io/party/698cfa6003daee7f6b14aab9 has 266 members, by far the most in Germany, and polled 15.
Fragmentation: ENP 3.64 โ 3.77. One dominant name, then four candidates between 36 and 57 votes: the top is concentrated, the rest of the field is spread.
Turnout Analysis: last three rounds: 551 โ 520 โ 440 votes. A drop of 80 (-15.4%), the lowest German turnout since July. Turnout rate: 440 votes on 876 active citizens, 50.2%.

Portugal - presidential results, WarEra+ Political View
From the cabinet to the top: the new president leads the party that won in October, and was its Minister of Economy for the whole month. The October winner, https://app.warera.io/user/6a15ec7c02778499dcb357c7, did not stand again. The party held the office and grew: 109 โ 149 votes, the highest winning share of the seven countries after Lithuania. A month ago this was the party that had just ended the long reign of https://app.warera.io/party/698d224c8175d64067c5f2c4; now it has won twice, by more each time.
The opposition thins out: https://app.warera.io/party/6994520e299f8cd75496de71 changed candidate - its leader replaced the October runner-up - and went from 51 to 23. https://app.warera.io/party/698d224c8175d64067c5f2c4 went from 45 to 16, across two candidates. It still has 625 members, the largest membership in Portugal by a factor of seven, and polled 0.03 votes per member. The winner's party has 84 members and polled 149.
Presidency against congress: no mismatch. In the congress elected on 7 October the president's party is the largest with 14 seats, ahead of https://app.warera.io/party/698d224c8175d64067c5f2c4 with 12.
Fragmentation: ENP 2.77 โ 1.71. October's three-way race is back to one candidate and a distant field.
Turnout Analysis: last three rounds: 284 โ 208 โ 198 votes. Down only 10 (-4.8%) after October's fall of 76. Turnout rate: 198 votes on 529 active citizens, 37.4%: still the second lowest of the seven.

Netherlands - presidential results, WarEra+ Political View
From the cabinet to the top: the new president leads the party and was Minister of Defense in the October government. The party changed candidate - the October runner-up, https://app.warera.io/user/69542e947a4dd513077e183b, is not on the ballot - and went from 95 votes to 123. It takes back the office it held in August and September.
The orange fade: https://app.warera.io/user/69768dd97ad3b1bff3c53882, president four months in a row from April to July and again in October, did not stand. The record, extended: it is the seventh different winner in seven monthly votes (May to November), and the eighth counting April. The runner-up was Minister of Foreign Affairs in the October government; the winner had never been on a presidential ballot, only on the congress one every month since April. https://app.warera.io/party/698d08553e60459e0833a4db, which had 10 votes in October, takes its fourth presidency of the year (March, April, July and now November), each time with a different person.
The party that emptied: https://app.warera.io/party/698d017eebb98b9142fa280d won the presidency in September and October, the second time with 93 votes. It has no candidate this month, and today it has 1 member. The WarEra+ archive shows how: 119 members on 29 September, a steady drain through October (18 of them between the readings of 12 and 15 October) since many mooved to https://app.warera.io/country/6873d0ea1758b40e712b5f76 and down to 42 on the morning of 18 October, then 40 members gone between two readings ten minutes apart, thx to the great purge https://app.warera.io/user/69d10724992574841a9eacc9 by that evening, a shameful event. Of the 98 departures the archive recorded, only 11 have joined another Italian party so far. Among the 40 of 18 October is https://app.warera.io/user/69d2ed249f38d300d59a2af1, president in September and Vice President in October, who joined https://app.warera.io/party/69bf4483f43e5ce727ce8d5f the next day. The October president, https://app.warera.io/user/69d7a94a4336cd270ab7a6b8, did not stand.
Where the members went: in the same weeks https://app.warera.io/party/698d08553e60459e0833a4db grew from 78 members to 97, now the largest party in the country, and https://app.warera.io/party/69bf4483f43e5ce727ce8d5f from 50 to 63.
Presidency against congress: the congress elected on 7 October no longer reflects the country. https://app.warera.io/party/698d017eebb98b9142fa280d and https://app.warera.io/party/69bf4483f43e5ce727ce8d5f won 5 seats each, https://app.warera.io/party/69d58550aa2c2516cb8b3903 4, and the new president's party only 3 - fourth. With the first party of that congress now down to a single member, the 7 December vote will redraw it.
Fragmentation: ENP 1.71 โ 1.97. A two-horse race, and a real one.
Turnout Analysis: last three rounds: 218 โ 124 โ 119 votes. Down only 5 (-4.0%). Turnout rate: 119 votes on 287 active citizens, 41.5%: the rate rises because the active population fell from 360 to 287, not because more people voted.
Government (all five posts filled; live in WarEra+):
President: https://app.warera.io/user/699cc36eb71be326aebd6c8f
Vice President: https://app.warera.io/user/698e085381cea824ea1d1f8d - new
Minister of Defense: https://app.warera.io/user/69d7a94a4336cd270ab7a6b8 - the outgoing president
Minister of Foreign Affairs: https://app.warera.io/user/6a2b2cd948172cd1012019bd - the runner-up, same as October
Minister of Economy: https://app.warera.io/user/6a89938a05843a89899511de - new
The rival is back at the table: the Foreign Affairs post was empty at the 06:45 UTC reading and has since gone back to the runner-up, beaten by 15 votes.
312 votes, 46.2%, a margin of 8. https://app.warera.io/user/69d54e7e7d34d2176bcfcb03 of https://app.warera.io/party/6adf6dc41c174581cf73dcdb wins the first presidency in the history of the country with 144 votes, ahead of https://app.warera.io/user/6813b770efecdf9bab196adc of https://app.warera.io/party/6ae04a1ed40e2bfa8cb3556e with 136 (43.6%). Third is https://app.warera.io/user/6a175ab664793b8f52fa2e1f of https://app.warera.io/party/6adf67fed79d29848ae429fa with 7 (2.2%), fourth https://app.warera.io/user/69e9ee77fbb589bf37f27c48 of https://app.warera.io/party/6adf6862295197af0cbc2bb8 and fifth https://app.warera.io/user/6a26189f733df0718b435bec of https://app.warera.io/party/6adfbee04d72bf407b8ac418, both with 6. Twenty-nine candidates ran, fifteen of them without a single vote. It is the closest race of the eight, and the first one the country has ever held.

Maldives - presidential results, WarEra+ Political View
The country that was not there eight days ago: the Maldives appeared on the map on 26 October at 14:01 UTC and became a Mercenary State that evening: no alliance, no pacts, no sworn enemy. The doors were open from the start, and the WarEra+ Migrations view shows who walked through them: 369 moves of level 10+ citizens, 135 from https://app.warera.io/country/6813b6d546e731854c7ac862 and 135 from https://app.warera.io/country/6813b6d546e731854c7ac8da - 73% of the arrivals between two flags. The next largest origin is Indonesia, with 14.

Maldives - arrivals on the WarEra+ Migrations map
Two flows, one line: on the first day 64 Indians and 54 Pakistanis arrived. India led the running total until 31 October (98 against 97), Pakistan went ahead on 1 November (121 against 115), and India answered on 2 November, the voting day, with 20 new citizens against 9. The last Pakistani arrivals of 3 November levelled it at 135 each. The two totals never drifted more than 21 people apart.
My reading is that each side moved in so that the other could not turn the Maldives into its proxy: had one flag stayed away, the island would have been the other's. The motive is not in the data. The symmetry is.

Maldives - running total of arrivals and their origins, WarEra+ Migrations view
Two candidates, two origins: the winner https://app.warera.io/user/69d54e7e7d34d2176bcfcb03 came from Pakistan, the runner-up https://app.warera.io/user/6813b770efecdf9bab196adc from India, and both are in the very first batch of arrivals, logged at 15:36 UTC on 26 October. Their parties took 280 of the 312 votes (89.7%); the other 27 candidates shared 32, and the minor names come from everywhere else: the Netherlands, Egypt, Qatar.
Membership against votes: https://app.warera.io/party/6adf67fed79d29848ae429fa has 108 members, the largest membership in the country, and polled 8 votes. https://app.warera.io/party/6adf6dc41c174581cf73dcdb has 105 members and polled 144. https://app.warera.io/party/6ae04a1ed40e2bfa8cb3556e, founded on 27 October, the day after the country, has just 31 members and polled 136: 4.4 votes per member, more than any winning party in the other seven countries (the best of them is Germany's 2.5).
Presidency against congress: the congress was elected on 2 November (285 votes, 67 candidates, 15 seats): Vanguard 6, Dawgs 5, PNC 2, Anti-Colonial 1, one independent. The president's party is the largest bloc; the party that lost the presidency by 8 votes has two seats.
Fragmentation: ENP 2.47. First vote, so there is no October to compare: two blocs on 90% of the ballot and a long tail.
Turnout Analysis: no earlier round. 312 votes on 368 active citizens, 84.8%, the highest of the eight countries by more than 23 points (Sweden is next at 61.3%). The congress vote the day before drew 285.
Government (empty in the record at about 09:45 UTC; live in WarEra+): the record listed https://app.warera.io/user/69d54e7e7d34d2176bcfcb03 as president at 00:45 UTC on 3 November. By 06:45 UTC, and still now, it has no president and no ministers at all. I do not know why, and I would rather say so than guess: a resignation, a step the game has not completed, or a rule of the Mercenary State. The cabinet before the vote, as the record showed it on the evening of 2 November, came from the first arrivals, and nobody in it came from India or Pakistan:
President: https://app.warera.io/user/697b6f761a0bc85db3f6335d - from Iran
Vice President: https://app.warera.io/user/6981fb515312557c1f2b3d70 - from the Netherlands
Minister of Defense: https://app.warera.io/user/6813b75aefecdf9bab1952b5 - from Egypt
Minister of Foreign Affairs: https://app.warera.io/user/6a2ab333d3fe2afa349a2800 - from the Netherlands
Minister of Economy: https://app.warera.io/user/6a175ab664793b8f52fa2e1f - from the Netherlands
Arrival numbers are the 30-day window of the WarEra+ Migrations view: moves of level 10+ citizens, with the country each one left, from the hourly census. Citizens below level 10, or who only went inactive, are not counted. Days follow Italian time.
1. The cabinet runs for the top. Three of the seven new presidents were ministers in the outgoing government: Defense in the Netherlands, Foreign Affairs in Egypt, Economy in Portugal. A fourth minister finished second: Foreign Affairs in Italy. Two more runners-up had left the cabinet in October: Sweden's, a former Minister of Economy, on 20 October, and Lithuania's, a former Minister of Economy and Vice President, by 23 October, who ran against the president they had served. Only Germany had no minister in the top two. In October the path to the presidency went through the party; in November it went through the cabinet.
2. The outgoing winner stepped aside, again. In five of the seven countries the October winner was not on the November ballot: Portugal, the Netherlands, Sweden, Egypt and Italy - the same count as last month. The two who ran, in Germany and Lithuania, both won a second term with a bigger share.
3. Party leaders win. In five countries the new president is the leader of their party: Portugal, the Netherlands, Sweden, Lithuania and Egypt. In Germany and Italy the winner is not the party leader.
4. Big parties, small votes. The party with the largest membership won only in Lithuania and Italy. Elsewhere the largest memberships polled almost nothing: 625 members and 16 votes in Portugal, 330 and 14 in Sweden, 266 and 15 in Germany, 227 and 35 in the Netherlands. And in Italy the party that won the last two presidencies has emptied to a single member. The Maldives, below, take the pattern to the extreme: the biggest party there polled 8 votes.
5. Presidency and congress, three out of seven. Comparing with the congresses of 7 October, the president's party is also the largest in congress in Portugal, the Netherlands and Lithuania. In Germany and Sweden it is second, in Egypt and Italy it is not even close.
6. Margins went up almost everywhere. The winning share rose in five countries: Portugal 52.4% โ 75.3%, Lithuania 67.7% โ 77.6%, the Netherlands 32.6% โ 39.9%, Germany 43.3% โ 46.8%, Egypt 50.7% โ 53.0%. It fell in Sweden (70.1% โ 68.0%) and, sharply, in Italy (75.0% โ 56.3%), where the margin went from 78 votes to 15.
32 of the 35 posts in the seven governments are filled. Portugal has no Minister of Economy, Lithuania no Minister of Foreign Affairs, Egypt no Vice President.
1. The vote empties the cabinet, and the presidents rebuild it. Of the 25 ministerial and vice-presidential posts filled so far, only 6 went to the person who held the same post in October: the Foreign Affairs ministers in Germany and Italy, the Economy ministers in Germany, the Netherlands, Lithuania and Egypt. Portugal's cabinet is entirely new.
2. Economy is the stickiest post. Four of the six Economy ministers in place - Germany, the Netherlands, Lithuania, Egypt - already held the job in October. Italy and Sweden named new ones, and Portugal's is vacant.
3. Outgoing presidents stay close. Of the five who stood aside, two are in the new cabinet: https://app.warera.io/user/69768dd97ad3b1bff3c53882 as Vice President in the Netherlands, https://app.warera.io/user/69d7a94a4336cd270ab7a6b8 as Minister of Defense in Italy. In Portugal, Sweden and Egypt they are not.
4. The beaten side gets a seat. In Italy the runner-up is again Minister of Foreign Affairs. In Sweden the October runner-up, who did not stand, is Foreign Minister. In Portugal the Minister of Defense leads the party that held the presidency until October.
๐ฒ๐ป Maldives: 368 active, 312 votes, 84.8%. First vote, nothing to compare with, and 23 points above everybody else.
๐ธ๐ช Sweden: 403 active, 247 votes, 61.3%. +63, the biggest rise.
๐ณ๐ฑ Netherlands: 513 active, 308 votes, 60.0%. +17.
๐ฑ๐น Lithuania: 389 active, 205 votes, 52.7%. -27.
๐ฉ๐ช Germany: 876 active, 440 votes, 50.2%. -80, the biggest fall in raw votes.
๐ฎ๐น Italy: 287 active, 119 votes, 41.5%. -5.
๐ต๐น Portugal: 529 active, 198 votes, 37.4%. -10.
๐ช๐ฌ Egypt: 354 active, 115 votes, 32.5%. -25, the lowest rate again.
In short: the total is 1,632 votes in the seven countries, down from 1,699 (-3.9%), and 1,944 with the Maldives. Two countries sit near 60% (Sweden and the Netherlands), two around 50% (Lithuania and Germany), three below 42%, and the Maldives are in a league of their own at 84.8%. On the power side, the Netherlands, Sweden, Egypt and Italy changed the party in office; Portugal kept the party with a new person; Germany and Lithuania re-elected the same president. The widest win in share is the 77.6% of Lithuania, the widest in raw votes the 168 of Sweden, and the narrowest the 8 votes that decided the Maldives, ahead of the 15 that decided Italy.
