Subject: Formal complaint regarding an undisclosed specialization-cooldown reset in the [10 June, 15:00 UTC+2] patch and the resulting competitive advantage to Türkiye

I am writing to request a formal review of events surrounding the [10 June, 15:00 UTC+2] patch, specifically an undocumented reset of the specialization-law cooldown and the competitive advantage it conferred on a single nation, Türkiye.
I have separated below what is documented from what is inferred. The inference can be resolved by the administration publishing records it already holds, and that is what I am asking for.
What is documented
On June 1st, at the start of the strategic-resource cycle, our bloc set its production specialization to concrete. The specialization law carries a 240-hour (10-day) cooldown.
A patch was scheduled and announced in advance for [10 June, 15:00 UTC+2], introducing a new resource, Paper. Patch notes were published ahead of deployment. They did not mention any change to specialization-law cooldowns. [https://app.warera.io/article/6a282e4c9bbf471e91a3c0a1]
Because our specialization law was still inside its 240-hour window, we expected to be unable to switch to Paper until roughly [11 June, 07:00 UTC+2], about 18 hours after the patch. We planned around this and accepted that a nation not on cooldown (we assessed Italy as the likeliest and most competetive) would reach Paper first.
On the night of June 9th, and the following morning, a strategic resource of ours was removed by South Africa at the request of Lithuania and the [Inglorious Bastards] alliance. We negotiated a ceasefire and informed South Africa that we intended to move to Paper, a non-competing resource, once the patch dropped. [Correspondence available on request.]
Approximately 1 day before the patch, Türkiye filed the motion to change its specialization to Petroleum. [2026-06-09T08:41:16.771Z] Türkiye is not only aligned with this alliance, but there is at least one Turkish moderator that is currently a naturalized citizens of Belgium, a member of the [Inglorious Bastards].
After the patch deployed, Türkiye passed a second specialization law and switched to Paper. [2026-06-10T14:47:30.680Z] This occurred while specialization laws were on cooldown.
The only way the sequence in points 5 and 6 is permitted by the game state is if the patch reset the active specialization cooldown. No such reset appears anywhere in the published patch notes.
What this implies
Passing a motion to switch specialization mere hours before the patch is not a rational move under the published rules. Under those rules it would have started a fresh 240-hour cooldown and locked Türkiye out of Paper for ten days, on the eve of Paper's introduction. The move only becomes rational if the actor knew, in advance, that the patch would reset specialization cooldowns, freeing them to switch again to Paper the instant it existed. That is exactly what then happened.
Stated plainly: an undocumented change that determined who could claim the Paper specialization first was exploited, on the first available minute, by the one nation whose immediately prior move only makes sense with foreknowledge of that change.
Conflict of interest
I raise the following as relevant context for who should and should not handle this review, not as proof of intent. By our count, three administrators are members of the Discord server of the Belgian community, including the game creator himself, which is allied with both Lithuania and Türkiye, the parties on the other side of this dispute. The current head of Belgium was himself a moderator. We therefore request that any administrator who is a direct or indirect member of an alliance party to this matter and other unofficial discord channels recuse themselves from adjudicating this complaint, and that the review be conducted by an administrator with no such affiliation.
What we are requesting
We are not asking to be handed the Paper specialization. We had planned to finish behind Italy and accepted that outcome. We are asking the administration to establish, from records it already holds, whether the field was level. Specifically:
Confirm or deny that the v0.25 patch was always meant to reset specialization-law cooldowns.
If it did, explain why this change was first omitted from the published patch notes.
Confirm the server-side timestamps for: (a) deployment of the cooldown reset, (b) Türkiye's switch to Petroleum, (c) changes to the Official Patch Notes (migration updates), and (d) Türkiye's subsequent switch to Paper.
Confirm whether any individual with advance access to the patch contents communicated those contents to any player before deployment.
If an undisclosed advantage is confirmed, apply a remedy that restores fair competition. We will not accept "you should also just contact us in private" as an answer to maintain a competitive edge.
We would appreciate a written response confirming whether this review will be opened, who will conduct it, and an expected timeline. We can provide screenshots, timestamps, and the ceasefire correspondence referenced above on request.
