A simple solution would be to make Rare items the minimum reward from Elite Cases. If a case is called "Elite," players should expect Elite level loot. Removing Uncommon drops would instantly make openings feel more rewarding without flooding the market with Legendary or Mythic items.
Another option would be introducing a pity system. For example, after opening a certain number of Elite Cases without receiving a Legendary or Mythic item, players could be guaranteed one. This would reward long-term investment while reducing the frustration caused by bad luck.
Elite Cases should be exciting to open. Right now, many players see them as something to sell rather than use. When the best strategy is avoiding the feature entirely, it is usually a sign that the risk and reward balance needs improvement.
