Seasoning with Salt - MU tournament's start of with dose of "Working as intended"

For once I'm here to actually complain about something (but do correct me if I'm wrong)

But why is it possible to use better than common equipment in a tournament that's supposed to have only common equipment?

Oversight or negligence?
