
The Representatives of the People of Trinidad and Tobago, assembled in General Congress, appealing to the judgment of the world for the rectitude of our intentions, do solemnly declare before humanity:
That these Islands are, and by right must be, a Free, Sovereign, and Independent State; that they are absolved of all allegiance, protection, or interference by Venezuela or any other foreign power; and that all political ties that subordinate us to the interests of third parties are totally and definitively dissolved.
That as a Free and Independent Nation, we assume our true nature: a mercenary nation in its highest conception. We declare that our strength, our strategy, and our loyalty are sovereign assets that belong to no bloc or imposed alliance, but are placed at the disposal of the world through free alliance. We have full power to declare war and make peace, but at our own discretion; to sell our strength to whoever best pays for our services and respects our terms; to establish commercial and military treaties based exclusively on mutual benefit and contract; and to do all the Acts and
Things that Independent States may of right do. Our allegiance is no longer geographical, but contractual. Our sword has no master, but a price.
