Between the Bolivarian Republic of Venezuela, the Federative Republic of Brazil, and the French Republic
I. General Provisions and Validity
* Duration: This pact will take effect immediately and remain valid throughout the entire month of September, extending until the conclusion of the electoral processes and the election of new Presidents in the respective nations.
* Extension or Termination: Once the elections are concluded and the new terms begin, the new governments will evaluate by mutual agreement the extension, modification, or definitive termination of this treaty.
II. Diplomatic and Military Clauses
* Prohibition of Direct Attacks: None of the three contracting countries (Venezuela, Brazil, and France) may launch direct offensives or attacks against the other signatories.
* Territorial Respect: Full respect for the sovereignty and territorial integrity of the three nations is guaranteed, covering both their national regions and current non-national regions under their control.
* Declarations of War: Any proposal or formal declaration of war between the parties is strictly prohibited during the agreed period.
* Battle Intervention: Fighting/damaging in battles against signatory countries or their allies is permitted.
III. Demilitarization of the Critical Zone (Belém and Cayenne)
* Demilitarized Zone: The total demilitarization of the regions of Belém and Cayenne is declared.
* Military Bases:
* Keeping military bases active/turned on in this zone is strictly prohibited.
* Military base infrastructure cannot exceed Level 1.
* Bunkers:
* Bunkers of any level are allowed.
* The decision to keep bunkers active or turned off will remain entirely at the discretion of the sovereign country governing the region.
IV. Penalties for Breach
* Financial and Operational Sanction: Any violation of the stipulated terms will force the offending country to pay an immediate indemnity of 2,000 coins to the harmed country, along with the immediate withdrawal of any force or offensive that violates this pact.
V. Peace Commitment and Official Signatures
The parties ratify their commitment through the formal proposal and signing of peace agreements in the corresponding systems.
We thank all delegations for their readiness and maturity during negotiations to achieve the demilitarization of a critical zone for the American and European continents.
