PATCH EXPLAINED · WAR ERA v0.27 · LIVE 26 OCT, ~14:00 UTC
notvatou's v0.27 notes run to 17 sections. This is the whole update in about 5 minutes, with pictures. Every number below comes from the official article.
TL;DR Your companies now run on hired employees instead of players. Your energy jumps from 30 to 100. Your country picks a government type. Your company earns the most at home.

The devs give two reasons: 70% of players had no workers, and most players who did hire workers lost money. Now everyone hires employees with their own name, age, stats and personality.
Hiring: 3 new candidates per company every day at 00:00 UTC. Hiring costs 10 energy.
Rerolls double: a new set costs 10 energy, then 20, 40, 80…
Break Room (new upgrade): level 1 = 1 employee, level 2 = 2 (20 steel), level 3 = 3 (80 steel).
Wages are automatic and paid every hour. If you can't pay the full hour, nobody works that hour.
Self-work still works in your own companies, for 10 energy.

Who sets the wage? The employee does. A wage equals one hour of their base output (Production ÷ 4), priced from the last 7 days of raw-material trades, times their own expectation (70% to 130%). Greedy asks 20% more, Modest 15% less.
Every point of happiness above or below 50 changes output by 1%. Below 30, employees may quit every hour.

Training: one card draw per employee per day, 10 energy, uses 1 Potential. Pick 1 of 3: a stat boost, a lower wage, a new or removed trait, or more Potential.
Events: 78 small stories (a stray cat, an office romance, a rival's job offer). You see your odds before you choose. Ignore one for 36h and the default option is picked for you.
Events only reach employees hired at least 48h ago, and only if you log in at least every 3 days.

Managing someone else's company is now the only way to work for another player. Each Management point gives +2% employee production, up to +22%, and it stacks with the owner's own Management up to +44%. Pay stays between 80% and 120% of the average manager pay, and neither side can end the contract for 24h.
Give a tool to an employee for +3% (Common) up to +65% (Mythic) production. Employees find toolboxes while working: 0.1% per Luck point per hour, max 2%. A tool lasts about 500 worked hours, and tools can't be traded.

Every country starts as Provisional. After the first pick, changing type takes a law and has a 30-day cooldown. Some types force the country out of its alliance, pacts or sworn enemy the moment they apply.

No more "move to the best region" meta: country specialization and deposits are gone. A company in your own country's core region gets +5%.
Strategic resources no longer boost production. They pay whoever holds them a daily income equal to the development of the country they came from.
Two taxes: income tax on employee wages and a new manager tax. The self-work tax is gone. Each 1% of income tax costs employees 1 happiness.
Conquered regions pay 10% of their income tax to the original owner. Regions cut off from the capital now pay full income.
Parties lose ethics and can no longer start a resistance. The devs say parties get reworked in later patches.
Chat and comments from level 1, with slow mode until level 15. Running in elections now needs level 20.
New players start with 25 money, 100 concrete and 150 oil.
Polls in articles, saved articles, pinned articles and live viewer counts on battles.
Wooden cases: rarer cases now hold more (Epic 160-260 production points).
The map grows from 726 to 742 regions, and the Maldives join as a new country.
Use your free skill reset. Entrepreneurship is gone and its points are refunded.
Use your free company move to bring your companies home.
Hire your first employee, but don't reroll much: 10, 20, 40, 80 energy.
Keep cash for wages. A missed hour means zero production.
Upgrade the Break Room as soon as you have 20 steel.
Log in at least every 3 days so events keep coming.
Congress members: talk before you pick a government type. You're locked in for 30 days.

All credit for the update goes to notvatou and the map team. I only made it easier to read. If something changes after release I will update this guide. Questions go in the comments, and if this saved you 20 minutes, a VC keeps these guides coming.
