Last election, the Imperium of Man stood before you with a simple vision:
Strength. Unity. Expansion. Victory.
You denied the Emperor his rightful throne.
A minor administrative error on your part.
Fortunately, the Emperor is merciful.

Not because our vision has changed.
But because the work has yet to begin.
Before we can conquer Africa, South Africa itself must be strong.
A powerful nation requires more than territory on a map. It requires active citizens, experienced commanders, a strong economy and, above all, people willing to fight for it.
My priority as President will therefore be simple:
Strengthen South Africa at home so that we may dominate abroad.
We will continue recruiting new citizens into South Africa and, more importantly, give those citizens the support they need to actually remain active.
New players should not join War Era, wander around confused for two days, and disappear.
They should be welcomed.
They should be taught.
They should be given a rifle and pointed toward the nearest enemy of the Imperium.

Our ultimate objective remains unchanged.
Africa must be united.
Not through endless bureaucracy.
Not through committees debating committees.
But beneath the flag of South Africa.
Every military campaign undertaken by an IOM government will work toward strengthening our position on the continent and expanding South African influence wherever possible.
But expansion will not mean mindlessly throwing our armies into unwinnable wars.
Our campaigns will be coordinated.
Our targets chosen carefully.
Our economy prepared.
Our armies organised.
And when South Africa marches—
we march to win.
The dream remains to see Africa united beneath South African leadership.
And when Africa is ours?
Well...
Terra is rather large.
South Africa cannot become a great military power if our soldiers have nothing to fight for.
Veteran players need activity.
New players need opportunities to learn.
Our Military Units need coordination.
Under an IOM government, we will seek to maintain regular military operations and ensure our citizens actually have something meaningful to participate in.
Wars create stories.
Stories create communities.
Communities keep players playing.
The Imperium does not intend to preside over a South Africa that simply exists.
We intend to make South Africa fun to play.
Of course, glorious conquest has one unfortunate problem.
Someone has to pay for it.
A powerful military requires a powerful economy behind it.
Our economic policy will therefore focus on ensuring South Africa can sustain prolonged military operations without sacrificing the prosperity of our citizens.
Factories must produce.
Companies must grow.
Citizens must prosper.
And the treasury must be capable of supporting South Africa when the Warmaster inevitably decides that another country would look better painted in our colours.
A rich South Africa is a strong South Africa.
A strong South Africa is a dangerous South Africa.
Despite certain accusations made during the previous election, I have been informed that declaring the entire planet "future subjects of the Imperium" is not technically considered a comprehensive foreign policy.
Therefore, the Imperium shall engage in diplomacy.
We will work with nations whose interests align with ours, maintain relationships that strengthen South Africa and avoid unnecessary conflicts that provide us with no strategic benefit.
Allies should benefit from having South Africa beside them.
South Africa should benefit from having them beside us.
But diplomacy must serve the interests of South Africa first.
We will be reliable friends.
We will honour worthwhile agreements.
We will cooperate where cooperation benefits both sides.
Just don't become too attached to your borders.
A vision means nothing without people capable of carrying it out.

Not every valuable member of government needs to be restricted to one ministry.

I intend to surround myself with people who are active, capable and willing to work together for South Africa.
Cabinet members will be expected to communicate with one another, advise the President and take responsibility for their respective areas.
The Emperor may have the final word.
But even the Emperor listens to his council.
Occasionally.
A President cannot build a nation alone.
Neither can a cabinet.
South Africa's greatest strength will always be its citizens.
