Find the last transfer that crossed a border. Look at the amount, the recipient, who proposed it, who voted.

Then ask your president one simple question:

What did we buy?

There is where the money comes from, and there is where it goes. Neither is where the arguments happen.

IN. Over the sixty days this article covers, the game's own weekly national accounts booked 18,608,933 gold of treasury income across all 180 countries.

A third is donated by citizens, and about two thirds never touches a border, because it cannot: you must hold a country's passport to donate to it, so a donation that looks foreign only means the donor changed flag afterwards. The battleBounty line is not income at all: a bounty reserves its pool the moment it is posted, and if nobody collects, the escrow walks back home. That is 1,159,829 of gold making a round trip; strip it and real income is 17,449,104. The one invisible border crossing is the 333,942 of occupation income inside other taxes and fees, collected from hijacked regions.

One line is different in kind. A wire is the only income another government decides. Somebody proposed it, somebody voted, the gold left. Of the 3,524,090 ever wired, 2,209,716 moved inside this window: 62.7 percent of all wire history, packed into two months. Eleven percent of the income, nearly all of the argument.

OUT. In the same sixty days, treasuries paid 6,524,853 gold in battle bounties. That is 2.95 times the wire traffic and more than a third of real income. Wires need a proposal, a vote and a law, and appear on the alliance screen. Bounties need none of that, can reward a unit from any country, and appear only in the per-battle money rankings.

The wire ledger is the paperwork. The bounty ledger is the payroll.

That does not make the spending wrong. It makes the alliance badge an incomplete description of their foreign policy.

These are not rankings of generosity. They are maps of political priority. They show which relationships move to the front of the queue when a treasury opens.

THE BIGGER LEDGER

Every bloc paid more in bounties than its members wired internally. Units are placed by the plurality flag their members carry, not by registration: five of the twenty highest earners are filed in countries where most of their members do not live.

One rule before the corridors: treasury gold is fungible. A wire arrives, mixes with taxes and donations, and bounties come out of the pile. Nothing here traces one wire to one payout, because the ledger cannot. What the tables show is a corridor, a payroll and a front sharing the same sixty days. That weaker claim is the only one the data supports.

THE PROXY SIGNATURE

A proxy here means a country whose funding, fighting, roster, government and migration patterns say the initiative lives somewhere else. Nobody broke a rule: taking an underused country is legitimate play, and the prize is geography, because once a battle opens anyone may join, and the country next door is border access.

The model uses six signals and assigns tiers. It never looks at bounty payments, which makes the payroll an out-of-sample test: if the relationship is real, the client's treasury should pay the patron's rosters at an unusual rate.

Fourteen of seventeen send at least 15 percent of their bounty gold to the inferred patron's rosters; the median is 35 percent. The control: for the 102 countries not on this list, the largest foreign destination, whoever it happens to be, has a median of 18 percent. A comparison built to flatter the control group still comes out at half the proxy rate.

Every figure comes from WarEra's public API.
Wires. countryMoneyTransfer from the global feed and all 180 national feeds, deduplicated by transaction ID. Direction was settled by testing both readings against the game's weekly accounts; the one used here fits with a third of the error of the alternative.
Treasury income. The income table sums the game's weekly national accounts, login gated, over 1,620 country-weeks across all 180 countries The books put wires received at 2,077,297 against the deduplicated ledger's 2,209,716: week boundaries versus the exact window pin, plus 40,777 naming only one end. The sources agree within seven percent and are never mixed in one table.
Bounties. Per-battle money rankings at unit level, paginated to the final row rather than the default first twenty. The paying side's country is the payer.
Roster nationality. The plurality flag of current members through citizenship history, not registration. Registration moves some countries' domestic shares by up to 32 points.
Country damage. Damage by accounts carrying that flag on the day of the battle.
Citizenship coverage. 25,639 accounts reconstructed; the rest fall back to their current passport. One reason the proxy model uses tiers instead of verdicts.
Observed gold per million. Gold received divided by damage delivered in the window: an observed payout rate, not a quoted contract price, and not all damage was mercenary work.
No coin tracing. Treasury gold is fungible; a wire cannot be traced to a payout. Corridor, front and payroll shown together means they shared a window, nothing more.
