with the latest update, Wood and Paper have been introduced for the first time. Just a few hours ago, these resources did not exist. Today, everyone is talking about them.
The answer is simple!
Paper is the new political currency.
In the past, many political actions were paid for with money. Today, they require paper.
Paper is needed for, among other things:
Laws
Military orders
Party motions
Alliances
Defensive pacts
Sworn enemies
International money transfers
In short: without paper, a state may still exist, but it can barely act.
Why are wood and paper so expensive?
Paper is produced from wood.
At the same time, every state now requires a constant supply of paper for politics, diplomacy, and administration. Demand appeared almost overnight.
Currently, wood and paper are being traded at prices that are two to three times higher than their actual market value. States are building reserves. Parties are building reserves. Corporations are building reserves.

Paper is therefore not consumed once — it disappears daily through diplomacy, politics, and war. It does not return to the market.

Formula: Core Development × 10
For Germany:
1,130 × 10 = 11,300 paper
A single party motion already costs 11,300 paper.

Formula: floor(Average Development / 5) × priority
Germany: 564.1 / 5 = 112
Therefore, a national order costs:
Low: 112 paper
Medium: 224 paper
High: 336 paper
Multiple active orders can therefore easily consume several thousand paper per week.
Sworn enemy
Example: declaring the Netherlands as sworn enemy = 564 paper
Additionally, there is daily upkeep:
2 × (564.1 / 10)
= 112 paper per day
= 784 paper per week
= 3,360 paper per month
for a single sworn enemy.
